Eligible submissions
The service should have a recognizable public-interest purpose, such as journalism, confidential source communication, human rights, privacy education, research, official software documentation, or access during censorship.
Commercial anonymity alone is not a public-interest justification.
Required evidence
Provide:
- the organization’s established clearnet website;
- the page where that organization publishes the onion address;
- the exact 56-character hostname as plain text;
- the service purpose;
- the date the address was announced;
- a contact route controlled by the operator;
- known previous addresses and replacement notices;
- any restrictions, maintenance notices, or security warnings.
Do not submit an address found only in another generic directory.
What reviewers will check
Reviewers compare the address with the operator’s official publication, examine whether the clearnet source is established, look for contradictory announcements, check the service’s stated purpose, and document uncertainty.
An operational check may be performed, but it does not replace ownership evidence.
No payment or exchange
The publication does not accept:
- listing fees;
- cryptocurrency;
- affiliate commissions;
- free products or services;
- reciprocal links;
- favorable coverage agreements;
- sponsored ranking positions.
Any attempt to purchase inclusion is grounds for rejection.
How to send a submission
Use the address on the contact page with the subject:
Public-interest service review
Include the evidence in the body of the message. Do not attach executable files, archives, private keys, confidential source material, or illegal content.
Review outcome
A submission may be:
- accepted as owner-confirmed;
- held for additional evidence;
- listed as unverified only when there is a strong editorial reason;
- rejected as outside scope;
- rejected because the evidence is unreliable;
- deferred until the operator publishes a first-party announcement.
The decision and review date should be recorded internally even when the service is not published.
